While the battle to succeed him in Congress was heating up, the late Bill Emerson was not forgotten by his former colleagues in Congress as they ended their session. Two of the issues he worked hardest on as a member of the House from southeast Missouri - hunger and horses - made the difficult passage from legislation to law.

The Bill Emerson Good Samaritan Food Act, signed by President Bill Clinton last week, is a common-sense answer to the dwindling supplies experienced by many of the nation's food pantries. It encourages businesses to donate unused food by limiting their exposure to civil or criminal liability.

Fear of such legal action had prompted many businesses to throw food away rather than donate it to charity, said Rep. Pat Danner, the Democrat from the Kansas City area who sponsored the bill. Now, with sensible exceptions for gross negligence or intentional harm, such lawsuits should not prevent hungry Americans from receiving food that otherwise would be wasted. …
