The mayor of Richmond Heights says the purchase of a field to bail out the area school district will not disrupt city finances.

Thanks to a surplus in the city coffers and a special Tuesday night meeting, Richmond Heights officials are prepared to give the Maplewood-Richmond Heights School District a much-needed $1 million infusion.

At the meeting, the City Council unanimously approved a resolution allowing the city to buy the A.B. Green recreation field at Laclede Station Road and Dale Avenue from the school district for $1 million.b The promised money will help eliminate the district's $1.2 million budget deficit. It also will allow the district to rescind its planned layoff of an administrator and 28 teachers, one-fourth of its faculty. The deficit raised the ire of hundreds of parents, teachers and students, and prompted a lawsuit by the teachers' union. The money for the field comes from Richmond Heights' commercial wealth, said Mayor Patrick Brennan. The city bought a nearby property along Argus Street for a civic center it wants to build along Dale Avenue from Hanley Road to nearly Laclede Station Road, officials said. The city plans to lease the field back to the school district for $1 a year. The school district will have opportunities for 10 years to buy back the field if its finances improve. City Manager Carl Schwing said the field's users will notice no change because of the land purchase, he said. And city operations won't be affected either, because the money was not taken from the city's general funds. The city reaps the tax benefits of the Saint Louis Galleria shopping center and a shopping area at Big Bend Boulevard and Clayton Road. Both shopping areas are in the Clayton School District, Mayor Brennan said. About 70 percent of Richmond Heights is in the Maplewood-Richmond Heights School District. …
