Democratic mayoral candidate Clarence Harmon, saying he wants to ensure the "integrity of the voting process," on Tuesday asked the city Election Board to authorize "challengers" at each of the city's 372 precincts.

The Board of Election Commissioners approved a measure that would let each candidate running in the March 4 primary submit a list of challengers, despite some concern about overcrowding in polling places.

The board would issue credentials to the challengers, who would observe voting procedures at each precinct and at the board's office at 208 South Tucker Boulevard. The lists can be submitted no later than 5 p.m. on Feb. 24. Outside the board meeting, Harmon said, in response to a question, "I'm not accusing anyone of anything, certainly not the sitting mayor. "Over the years, as a police officer, I noted a number of cases of voter fraud," said Harmon, the city's former police chief. "I'm concerned that there be a fair, open and honest election on March 4. …
