NOW WHAT? The official City Hall observance of Black History Month was delayed 25 minutes last Friday while frantic organizers tried unsuccessfully to locate the ceremony's keynote speaker, Mayor Boz. Finally, a hurriedly drafted mayoral aide, Ruby Bonner, walked out to the rotunda to read hizzoner's remarks, noting: "The mayor needs you to go out right now and make a little history yourselves."

FUR EXCHANGE: More than 100 monthly parkers at the public lot at 11th Street and Washington Avenue were abruptly notified late last week that their spots had been forfeited to accommodate their neighbors at 1015 Locust Street, the new headquarters of the combined St. Louis city development agencies. Grumbled one displaced commuter, her e-mail dripping with outrage: "Given the number of surface parking lots the development n the city's pension board. RECSL has 440 active members representing more than 4,000 city government retirees.

GLORIOUS FOOD: Spener Restaurant & Design Inc. has on its drawing boards construction of Talayna's new restaurant and bar in St. Charles and expansion of Frank Papa's Ristorante, 2241 South Brentwood Boulevard, where the kitchen will be expanded, the bar relocated and a lower level of an authentic wine cellar is under construction for dining, wine toasting and private parties. Meanwhile, Spener has completed Alvin's Bar & Grill (formerly Rooney's) at Clarkson and Clayton roads, and T.J. Wings Bar & Grill on Vance Road in Valley Park. Its owner, Tanya Lawless, previously held forth at Donovan's in Valley Park. . . . Sam Hawatmah, owner of Garavelli's, has retained the services of Al Kauffman of Stern Fixture to design the new Garavelli's at 9739 Manchester Road. Opening is set for May. Kathy Foster, former exec chef with Union Pacific, opens this week Jump 'n Shout at Page Boulevard at I-170 in the Venture Center.
