The O'Fallon Board of Aldermen can be assured next week of a packed house for a public hearing on the Whispering Hills Neighborhood Improvement District. Confusion apparently reigns over what improvements are scheduled for the neighborhood.

City officials say homeowners are scheduled to get sewers to replace their septic tanks. But many of the homeowners apparently believed they were getting water lines as well. Some of the wells might be polluted with effluent from failed septic systems.

The board has scheduled a public hearing for 7:30 p.m. at the board meeting Tuesday at Westhoff Meeting Hall, 138 South Main Street. Each of the homeowners in the district was notified of the meeting by a letter sent Feb. 6. The letter also provides homeowners with an estimated cost of $6,691.30 for each property, to be paid over 10 years. The district comprises the following streets: White Oak, Sunset, Sunrise, Evening and Morning lanes; Summer, Autumn, Twilight and Burl drives. Todd Criswell, capital improvements engineer for the city, said 63 homeowners were in line for sewers. The construction would include the sewers, manholes, driveway restorations and connection points for the line from each house to the sewer. Installing the line from the house to the sewer connection would be each homeowner's responsibility. At a board meeting last week, Alderman Cynthia Davis, 2nd Ward, indicated her impression that water service had been part of the plan. City Attorney David Schmidt stated that it had not. Schmidt said that adding water to the project would require 100 percent of the residents in the area to agree. On Tuesday, Criswell had worked up a rough estimate of the total cost to add water lines to all 70 homes that would need them - $193,284. Criswell said the sum was an estimate only for construction.
