3 New Mayors Elected in Jefferson County; Bond Issue Wins OK in Arnold, Voss Prevails in Heated Contest

Only 16 percent of Jefferson County voters made it to the polls Tuesday - enough to elect three new mayors and approve a $10 million bond issue.

In Arnold, Ronald Voss defeated Vernon Sullivan in a heated mayoral race that pitted two former city council foes against each other. Voss replaces Marion Becker, who held office since 1993 and chose not to run for re-election.

Voters in the Fox C-6 school district approved a $10 million bond issue that will finance construction of a new elementary school, renovate existing buildings and upgrade technology. Officials have said the district will not have to raise taxes to retire the bonds. The issue needed to be approved by 57 percent of the voters; it got 67 percent approval. In the Arnold election, Voss, a facilities specialist with McDonnell Douglas, earned about 55 percent of the vote. Last year Voss, 53, lost his seat as Ward 2 councilman, which he had held for 10 years. Voss said he would work to implement a mayor's youth council of junior high and high school students to offer suggestions to improve the city. He also said he would try to reduce or eliminate trash fees for residents by cutting wasteful spending. Voss has said that the city's police department could also afford to trim its budget. Voss and Sullivan represented opposite sides of a litigious city council involved in a heated redistricting battle in 1995. Voss and allies tried to impeach Sullivan and two others who opposed their redistricting plan. Lawsuits from both sides ensued. Sullivan said some of that animosity poured into the mayor's race. "Near the end it got to be personally vindictive," said Sullivan, who is the director of building and grounds for the Fox C-6 school district. "I thought it was very unusual for an election in Arnold." In Herculaneum, Tommy Griffith defeated incumbent Jerry Martin, John Chamis and David Hoffman. …
