Crackdown On Rowdiness

Reports of belligerent or drunken passengers aboard airliners have risen in recent years, and the Federal Aviation Administration has issued a notice encouraging U.S. airlines to crack down and make sure their policies on how to handle rowdy passengers are clear to employees.

In the past, flight attendants have complained that airlines were, on occasion, too tolerant - especially with drunken passengers whose business the airline didn't want to lose. The tougher attitude may have been a factor Feb. 13, when an American Airlines flight was delayed at the gate at Philadelphia International Airport while three people were removed from the San Juan-bound flight. Passengers said the people apparently had been drinking before boarding the already delayed flight, then were vulgar and ignored requests that they quiet down before takeoff. Security personnel came into the plane and escorted them off. While being obnoxious is not illegal, interfering with an airline crew is a federal offense. In the past, crews have often tried to soothe the situation without taking action against passengers who have had too much to drink. In what is perhaps the most severe punishment to date, a federal judge in December sentenced a man to more than four years in jail for pushing a USAir flight attendant who had refused to serve him drinks. The pilot turned the Boeing 737 back to Savannah.
