Instead of waiting for the state to act, Wayne County officials decided themselves to temporarily ban construction of large hog farms and other livestock facilities.

"We've been waiting too long on the state to pick up the ball and carry it," said County Board Vice Chairman Richard Vaughan.

The board voted last Thursday to impose the temporary halt on all construction of facilities housing at least 500 animal units. Animal units are a standard of measurement that depends on the type of animal. In this case, 500 animal units are the equivalent of 1,250 sows. The board also directed the county state's attorney to research and prepare an ordinance governing large-scale animal facilities. Vaughan said the county acted because mega-scale farms generate a great deal of manure, which produces foul odors and threatens to contaminate water. The county, located about 40 miles from where the Illinois, Indiana and Kentucky state lines meet, is home to one such farm, and other sites are being considered for additional farms. …
