Backers of International Raceways, a $50 million pari-mutuel race track proposed for the Enid area, filed a petition Friday with the Oklahoma Horse Racing Commission seeking the reversal of a Nov. 8 decision rejecting its track application.

Commission Executive Director Jack Boyd rejected the International Raceways application on the grounds it was incomplete.

An attorney from the Steven Jones law firm of Enid brought the petition to the racing commission office Friday morning.

The operational license application for the Enid track, proposed by O.J. Glass of Valley, Neb. and Joesph L. "Butch" Maiburg of Enid, was submitted to the commission by Oct. 14, the deadline given for all applications to be considered for the operational license as the state's only pari-mutuel track.

However, commissioners and racing commission staff members, upon reviewing the application, felt there were several points which needed to be clarified in the financing and security plan for the track.

The commission gave Boyd the authority to reject any application which he felt was not complete, even if the additional information had been submitted.

Boyd gave International Raceways until 5 p.m. Nov. 8 to submit additional information to complete and/or clarify portions of their individual applications.

After meeting with International Raceways representatives for several hours on Nov. 8, Boyd determined that they had still not provided a definite source of debt financing for the project nor a satisfactory security plan.

"They are appealing to the commission because they feel the director summarily considered the additional information to 205.005, the disclosure of financial resources, and 205.013, the security plan," Boyd said Friday.
