Emergency Ordinance BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OKLAHOMA CITY:

Section 1. That Section 6300, Chapter 59, of the Oklahoma City Municipal Code, 1980, is hereby amended by the establishment of section 6300.1M to read as follows:

Sec. 59-6300. Qualified use and structure regulations, qualifying lot,and yard regulations.

6300.1 Qualified Use and Structure Regulations:

Parking Lot Illumination Requirement for Evening Activity Uses

(1) All outdoor parking lots which serve retail and entertainment uses (as listed in subsection 6 below) shall be illuminated during the evening hours of operation of the associated use. Evening hours shall be deemed to begin one-half hour after sunset. The minimum illumination at any point in such parking lots shall be three quarters (.75) of a footcandle.

(2) Whenever a lamp is to be placed within 75 feet of a residential district a cut-off luminaire must be used. Such a luminaire shall have components such as shields, reflectors, or refractor panels which direct and totally cut off the light at a cut-off angle that is less than ninety (90c) degrees.

(3) The required illumination shall be arranged so that no annoying glare or light is cast upon adjacent residentially zoned property.

(4) Whenever the affected use is located in a multi-use facility, such as a hotel or shopping mall, the required parking area for the use shall be located adjacent to the primary public building exit which is nearest to the affected use and such parking area shall be illuminated as required by subsection (1) above.

(5) All pedestrian areas between any associated public exit of the building and the associated lamped parking area shall be illuminated at a minimum level of .75 footcandles. Such areas include but are not limited to walkways, parking lot aisles, and stoops.

(6) The use units listed below shall be subject to the illumination requirements of this ordinance:
