State Needs Wide Reform to Prosper, Says Fox / Find New Areas for Growth

Oklahoma needs to institute wide ranging reforms if the state is going to prosper in the future and lead the way into th e 21st century and into the next "frontier," C. Douglass Fox, chairman of Tribune/Swab-Fox Companies Inc. of Tulsa, said Tuesday.

Oklahoma must look to areas beyond its natural resources for future growth and prosperity, Fox told members of the Rotary Club of Oklahoma City.

"The land and what's underneath it has carried us for years," Fox said, "but will that land and what's underneath it carry us into the 21st century?

"The land and what's underneath it will still be important, but in terms of economic growth we've exploited the old frontier. "We need to embark on a new frontier that is nothing more nor less than the human mind."

Fox spoke about Oklahoma's need, as he saw it, to make the state an attractive environment in which businesses would want to locate their operations and can be used to attract top scholars from around the United States and abroad for research.

In order to become a drawing card for new or expanding businesses, he said, Oklahoma's needs include:

- A right to work law.

- Tax incentives for business.

- Massive reform in the state's workers compensation insurance system.

- Reform of county government.

He related stories of countries such as Ireland and Italy, which are offering major incentives for businesses to locate operations there.

Ireland, with a population slightly larger than Oklahoma's 15 years ago, Fox said, set about to attract companies in the electronic industry.

In Ireland, Fox said, the government there will pay 100 percent of the vocational training costs for unskilled Irish workers who will receive a job in the electronics industry. …
