Prosecutors Charge Caseyville Police Chief with Misconduct

CASEYVILLE * Police Chief Jerry "J.D." Roth was arrested Wednesday after being charged with two felony counts of official misconduct.

St. Clair County State's Attorney Brendan Kelly's office charged Roth, 56, of Fairview Heights, on claims that he fraudulently received some unspecified benefit through a contract involving a 2003 Dodge Ram truck and that he took luggage bought with village funds.

Bail was set at $40,000.

Investigators said concerns had been raised about Roth's personal use of the truck. They said the village obtained it through a drug asset forfeiture, spent money on maintenance and eventually sold it to a used vehicle dealer from whom Roth bought it the next day.

Village records were examined during a search in February, and Roth's truck was searched and seized Wednesday.

Roth did not return messages seeking comment Wednesday.

Clyde Kuehn, one of his lawyers, said

Roth essentially will be in "forced retirement" while the charges are pending. …
