Doctor Admits to Kickbacks for Mris

A Franklin Lakes physician, arrested in a December roundup that netted a dozen other doctors and a nurse practitioner, admitted Friday that he accepted illegal cash payments from a diagnostic facility in return for referring patients for MRI scans.

Dr. Dov Rand, 47, pleaded guilty to one count of violating the federal health care program anti-kickback statute during a hearing before U.S. District Judge Claire C. Cecchi in Newark.

Rand, who practiced in West Orange, is the second defendant to admit guilt in the alleged cash-for-patients scheme. Jose Castaneda, 37, a nurse practitioner from Clifton, pleaded guilty to a similar charge last month.

Rand, who specialized in physical medicine and rehabilitation, was arrested Dec. 13 on charges of accepting cash kickbacks from Orange Community MRI, a radiology and diagnostic facility in Orange, in exchange for his referral of Medicare and Medicaid patients.

Rand admitted accepting two envelopes, containing payments of $920 and $470, for referrals of Medicare or Medicaid patients for MRI tests in August, September and October of last year. …
