CHANDLER HOPES FOR STELLAR GRANTS ; Chandler's Comprehensive Plan Vital to Receive Millions in Grants

The town of Chandler is in the process of updating its comprehensive plan, a move local officials hope will be the first step toward bringing in millions of dollars in grant money. The town and its consultant, Bernardin Lochmueller & Associates (BLA), have already held two public meetings and are planning another one at the end of July. Once the plan is completed, Chandler will be eligible to apply for an Indiana Stellar Communities grant.

"We're putting together a plan for the next five to 10 years," said Larry Haag, client manager at BLA. "Princeton (Ind.) just got one of the Stellar Community grants, and they will get $20 million over the next three years for housing, street improvements and so forth. The town of Chandler is very interested in applying for that grant in 2013. In order to do that, they have to have an updated comprehensive plan."

Chandler has not updated its comprehensive plan in two decades. So while the new plan is modeled after the old one, it needed extensive updates. Much of the plan involves finding ways to prevent eyesores.

"The main focus is cleaning up blighted areas in the town," said Haag. "We want to identify those areas and assist the community in creating new ordinances. That way, they can have oversight and enforcement on high grass, abandoned buildings and so forth."

BLA is compiling ideas that could be included in the comprehensive plan. So far, suggestions have included an addition to the community center, creating a new gateway into the town, attracting more commercial and industrial businesses and a possible crosswalk over Indiana 62.

"We had 30 people come to our first public meeting," said Haag. "The community is very excited about this."

A recent widening of Indiana 62 has helped ease traffic congestion in the town, and Haag said the plan will consider ways to take advantage of that.

"The new highway was a huge, huge benefit to the community," said Haag. "So now they are ready for the next step. …
