Free parking at meters to continue

There will be no nighttime enforcement of Pittsburgh's on-street parking meters until July 1.

In a final vote today, council suspended a 2011 law that, beginning Jan. 2, would have extended enforcement of on-street meters by four hours, until 10 p.m. Monday through Saturday. The enforcement would have been Downtown, on the North Shore, on the South Side, and in Oakland, Shadyside, the Strip District and Squirrel Hill.

Councilman Bill Peduto had called for permanently doing away with nighttime enforcement, citing the potential impact on small businesses already competing with suburban shopping malls.

But his colleagues favored a suspension, partly because of revenue to be gained from added enforcement.

"During this time, we do lose money from the meters," council President Darlene Harris said of the six-month suspension. "But more importantly, we lose the money from the fines."

Councilman Ricky Burgess estimated that the added enforcement annually would generate $1.2 million in meter and fine revenue for the city.

Today's vote does not affect metered lots, which already have nighttime enforcement.

Michael Baker urged to sell

Another Michael Baker shareholder is pressuring the Moon engineering concern to put itself up for sale and says it will nominate its own slate of directors if the company fails to do so.

Crescendo Partners made the statement in a letter sent Wednesday to Baker chairman Richard L. Shaw. New York-based Crescendo did not disclose how many Baker shares it owns.

The letter comes after Alexandria, Va., private equity firm DC Capital made a $24.25 per share cash offer Dec. 19 for Baker.

Some analysts said DC Capital's offer was low given Baker's debt- free balance sheet and strong cash position. Crescendo senior managing director Arnaud Ajdler agreed. …
