Commander Prevented from Making Photocopies of Personnel Documents

A Pittsburgh police commander under internal investigation for holding down a second full-time job while he was working for the police bureau tried to make photocopies of personnel documents without authorization, according to acting police Chief Regina McDonald, who interrupted his efforts.

Cmdr. Eric Holmes was at the police bureau's North Side headquarters last week trying to copy daily assignment sheets reflecting his schedule and work hours in 2007 and 2008.

The sheets show the roster for a given shift, how officers are deployed and what their status is for that date and time. Copies are sent to the police bureau's office of personnel and finance, where they are stored.

"No one is permitted to have access to documents in personnel and finance, only the people who work there," Chief McDonald said Tuesday.

"I was informed that he was [photocopying] some materials so I went over to the personnel and finance office and told him he needed to stop," the chief said.

The documents could prove pivotal for Cmdr. Holmes as an internal investigation looks into the hours he worked for both the city and Slippery Rock University.

From August 2007 to July 2008 then-Sgt. Holmes worked full time for the city and also held down a 40-plus-hours-a-week job as interim director of campus safety at Slippery Rock.

Cmdr. Holmes said on Monday he went to headquarters last week "during business hours to get copies of the assignment sheets, my assignment sheets." He declined further comment.

Chief McDonald directed Cmdr. Holmes to have his attorney send her a letter in order to obtain copies of the documents.

Cmdr. Holmes' attorney, Patrick Thomassey, said Monday that after the encounter between his client and the chief, "I did write to the city solicitor asking for time records of his employment at the city at the same time he was up there [at Slippery Rock]. …
