Pittsburgh North Bureau Chief Brian David's comparison of Kilbuck police not being on Ohio River Boulevard to "Las Vegas without the mob" is, unfortunately, true ("What matters most in house of cards?" May 26).

Ohio River Boulevard through Kilbuck is a divided four-lane highway coming directly off high-speed Interstate 79. Travelers exiting I-79 see a long, flat, straight, divided highway in front of them. It takes the average driver several minutes to adjust to the abrupt speed change, but hiding behind the rocks is the vulture, the Kilbuck cop, in his unmarked car or motorcycle. He's hiding in the opposite lane facing oncoming traffic and seems to come out of nowhere to pounce on you. This scenario has played out hundreds of times over the years and is why comparing Kilbuck police to the mob is one of the milder comparisons I've heard.

The most important responsibility of a police department, as stated in "Police Services in Small Communities" published by the commonwealth, is to stop or prevent crime. …
