On the Job, or off Peduto Must Decide the Status of Two Employees

Now that the investigation of the Pittsburgh Bureau of Police and the previous mayoral administration is concluded, there are two loose ends for the current mayor to tie up.

District Attorney Stephen A. Zappala Jr.'s office announced Monday that, with the arrest of city payroll accountant Tamara Davis, his investigation is complete; a federal grand jury probe ended in August.

The only other arrest that came from the inquiry into improper spending from police accounts was that of former chief Nate Harper. He is in prison after pleading guilty to failing to file income tax returns and to diverting $70,000 into off-the-books accounts and spending some of it on personal items. Ms. Davis is accused of stealing $9,165.

The charges against Ms. Davis and Harper were related to a web of transactions between accounts in the bureau and at the Greater Pittsburgh Police Federal Credit Union.

Until Mayor Bill Peduto suspended her without pay Monday, Ms. Davis had been on paid leave for 21 months. …
