Keep Healthy Pa Then Convert to a Medicaid Expansion under Wolf

There are losers in every election, but Pennsylvanians waiting for health insurance through the state should not be among them.

Families that earn too much to qualify for Medicaid but too little to afford private insurance are stuck between two options for coverage, one created by outgoing Gov. Tom Corbett and the other favored by incoming Gov.-elect Tom Wolf.

Under Mr. Corbett's Healthy PA program, the pool of residents eligible for insurance will expand on Dec. 1, when residents can apply. Mr. Wolf, however, has vowed to scrap Healthy PA and go with the straightforward Medicaid expansion available to states under the federal Affordable Care Act.

The simple Medicaid expansion would have been preferable, and Mr. Corbett should have accepted it last year when he had the chance. Affected families probably would have had coverage in place by now if they hadn't been stuck waiting while the governor's alternative was reviewed for federal approval. …
