E-cigarette regulations will be proposed

U.S. Rep. Jackie Speier, D-Calif., unveiled legislation Friday that would regulate electronic cigarettes in the same way as typical tobacco products, accusing the e-cigarette industry of targeting children and teenagers with its marketing.

"With flavors like gummy bear, cotton candy, and chocolate cake, our kids are literally vaping these things up," said Speier, who announced the proposal outside the San Francisco General Hospital emergency room. "With ads using sex and sex appeal, our teens are lusting after these objects."

The legislation would restrict television advertisements of electronic cigarettes as was done for tobacco, a statement from Speier's spokeswoman, Katrina Rill, said. On Monday, Speier plans to introduce the bill in the House to regulate the devices that heat a liquid nicotine solution to create inhalable vapor.

Congressman violated ethics rules * The House Ethics Committee has found that U.S. Rep. Don Young of Alaska violated House rules by using campaign funds for personal trips and accepting improper gifts.

The committee called on the Republican to repay the value of the trips and gifts, totaling about $59,000, to his campaign and the donors, and to amend his financial disclosure statements to include gifts he had not reported. The committee also issued a "letter of reproval," or rebuke.

Young, who is the longest serving Republican in the House and Alaska's lone congressman, said in a statement that he accepted the report and regretted the "oversights."

GOP turns back Tea Party in Iowa * In a setback for the Tea Party and libertarian forces in Iowa, establishment Republicans on Saturday nominated their candidate for a House seat in one of the nation's most competitive congressional districts.

The nomination of David Young in Iowa's 3rd District marked a rollback in influence of libertarians who had controlled the state GOP in recent years.
