THE move has been slammed by businesses and commuters who rely on connectivity between the cities.

Paul Smith, from Greater Manchester Chamber of Commerce, said: "We are strongly in favour of getting the electrification of the rail line between Manchester and Leeds back in the Budget.

"However, our view is that investment shouldn't stop there. In order to achieve the full potential which the government has laid out for the Northern Powerhouse, businesses need sustained investment in both our physical infrastructure - roads, rail, aviation as well as our digital infrastructure.

"This means for example putting real plans in place for the building of HS3 - as soon as possible.

"Ultimately, we need to be able to create a single labour market in our major northern cities and by doing so achieve the massive benefits which the agglomeration of skills and talent would give us.

"We are hoping that the 'pause' in the planned railway investment is to develop the plan for greater investment - not to retreat from agreed spending commitments. …
