After two months of delays, developers planning a new CVS drugstore at Route 19 and Fort Couch Road in Upper St. Clair continued fleshing out their plans for commissioners at a township meeting Tuesday.

The main change to the plan, first unveiled in June, is a three- tiered retaining wall system to accommodate a steep slope behind the site, currently called Campbell Place and occupied by a Boston Market, Model Cleaners and other businesses.

Plans call for the demolition of Campbell Place to make way for the 13,225-square-foot CVS with a drive-thru.

If the retaining wall system isn't approved, it's unlikely the development would go forward, said lawyer Shawn Gallagher, representing the new developers, H. Brian Peck Family Holding LLC.

Neighbor Wayne Herrod of Long Drive and some township commissioners are skeptical about the retaining wall, expressing concerns about drainage and maintenance of the slope and the vegetation.

"This is pretty, but it's just a PowerPoint slide," said Commissioner Russell DelRe, who asked if CVS would clear leaves and other debris from the hillside at least once a year.

"It's very low-maintenance," said engineer Donald Hultberg, who told commissioners that a township forester made recommendations about types of plants. "If it needs maintained, CVS will send its maintenance people."

The store is also seeking permission to be open 24 hours a day to compete with the Walgreens across Route 19 in Bethel Park. The township normally would limit the business hours to 6 a.m. to 11 p.m.

"Are you aware your competition is no longer a 24-hour operation?" asked Commissioner Daniel Paoly.

Mr. Gallagher said he had no knowledge of the changed hours but said he would give that information to the company to reconsider. According to its website, Walgreens is open from 7 a.m. to midnight every day.

Commissioners were miffed that the development team submitted updated plans moments before the Tuesday meeting. …
