Council Approves $175,000 Contract to Schedule Police Moonlighting Jobs

Pittsburgh City Council voted Monday to renew a contract with a North Carolina company that has handled scheduling of police moonlighting jobs for the past two years.

Cover Your Assets LLC was first hired in 2013 amid a federal investigation over the diversion of money meant to pay officers for so-called secondary employment jobs that landed former police Chief Nate Harper in prison.

Council approved the new one-year deal, worth $175,000, on a 6-1 vote with two members absent. Councilwoman Theresa Kail-Smith was the lone no vote.

She called it an expense that was difficult to justify, considering Harper was accused of diverting about $71,000 and spent about $32,000 on himself.

"There's ways to address it that are less costly," Mrs. Kail-Smith said.

City officials have acknowledged "growing pains" in using the new system but have cited steady improvement and a fairer, more equitable way to sign up officers to work what can be lucrative assignments. …
