The leadership shake-up in the U.S. House of Representatives has created an opportunity for U.S. Rep. Vern Buchanan, who is taking over the chairmanship of a powerful House subcommittee that oversees $129 billion in annual spending.

Buchanan, R-Longboat Key, will chair the Human Resources Subcommittee of the House Ways and Means Committee after the former chairman, U.S. Rep. Paul Ryan, was elevated to House speaker.

The subcommittee oversees a number of federal assistance programs, including Supplemental Social Security Income, which helps the disabled, and Temporary Assistance for Needy Families, the modern version of welfare. More than 4 million people were on TANF in 2014 -- including 86,000 Floridians -- according to Buchanan's office. …
