Last December, Americans welcomed the restoration of diplomatic relations between Cuba and the United States, ending the estrangement that had existed since 1961.

What many did not realize was that circumstances in both countries would permit many officials to drag their feet on reestablishing a normal relationship.

In Cuba there are still reservations by some about an open door to America. The Cubans find the presence on their soil of an American naval base, at Guantanamo Bay, particularly offensive, especially since the U.S. continues to incarcerate without due process foreign prisoners from different countries. Many U.S. politicians still oppose President Barack Obama's desire to move the prisoners to the American mainland and favor keeping Guantanamo as a Caribbean base, despite the nearby U.S. island of Puerto Rico. …
