Self-Sufficient Clairton Can Celebrate Its Financial Recovery

When Act 47 was signed into law to assist financially troubled Pennsylvania towns, Clairton could have been its poster child.

The once-bustling mill town had been home to 25,000 people in the 1950s, and 7,200 workers staffed U.S. Steel's complex of blast furnaces and other facilities along the Monongahela River. When the steel industry collapsed in the 1980s, the jobs and the people went away, leaving a city that couldn't meet its payroll, staff its police department or pay its bills. Outside oversight and control was essential -for Clairton, many of its Mon Valley neighbors plus other municipalities in the region and beyond.

Then-Gov. Bob Casey signed Act 47 into law in Clairton, and the town saw a glimmer of hope for the future. Act 47 provided the guidance that Clairton needed, gave it some flexibility on taxing authority and more power in collective bargaining. …
