Parole Denied to Darcel Penrice, a Man Convicted of 1993 Topeka Murder

The Kansas Prisoner Review Board has denied parole to Darcel L. Penrice, an inmate serving time for a murder committed in 1993 in Topeka.

Board members opted not to parole Penrice because of objections to his release, the violent nature of his crimes and the serious nature and circumstances of his crimes, said Adam Pfannenstiel, spokesman for the Kansas Department of Corrections.

Penrice, 48, will next be considered for parole in May 2017, Pfannenstiel said.

Penrice is a maximum-security inmate at Larned State Hospital serving consecutive sentences of life imprisonment for first-degree murder and 17 years and two months for aggravated kidnapping in the November 1993 slaying of Kenya Duncan, 20.

Duncan was the sister of Yvonne Duncan, Penrice's former girlfriend. …
