FIRST Rochdale, now Salford - more flood victims are being slapped with parking tickets by 'heartless' wardens.

Salford council has been accused of 'kicking people when they're down' after a warden ticketed the car, which was waterlogged, broken down and stranded near the river following the floods.

Jim Henderson had been working on a billboard on Blackfriars Road when he saw a woman 'clearly distressed' bailing water out of her stranded car using a jug.

"She was at it for 45 minutes," he said.

"I think she'd been visiting a relative - there are flats nearby - and came out to find the car stuck in the floods.

"Obviously the car was broken down and she had to leave it there. It was just a few yards from the riverbank. …
