State Health Secretary Leonard Bachman said yesterday staff and supply shortages at Kane Hospital became so severe that, in one case, an employee complained about having to wash patients' faces on Sunday morning with socks because of the linen shortage.

"I saw gross staffing deficiencies," he said following a two- hour visit to Kane.

"For example," he continued, "there was only one licensed practical nurse and one nurse's aide to feed, clothe, bathe and care for an entire unit of 50 elderly patients."

Staff members on that unit had failed to notice a sick man who had slipped from his wheelchair during Bachman's visit and was lying on the floor, the secretary said.

Bachman's visit was prompted by a report on Kane by three former staffers that was brought before a U.S. Senate subcommittee by the Action Coalition of Elders. …
