Charter School Application Withdrawn Plans for Propel West Dropped

Propel Schools has withdrawn its charter for Propel West and has asked Commonwealth Court to dismiss a lawsuit currently under appeal in relation to that charter. The Sto-Rox School District, however, where the charter school was to be built, has asked the court to continue deliberating the case.

Although the case may now be technically considered moot, important public policy issues could be decided that could affect public and charter schools across the state, Sto-Rox solicitor Lisa M. Colautti said.

Propel began applying to Sto-Rox for the creation of a charter school in 2011, and the public school district twice denied the application. Propel then took its case to the Pennsylvania Charter Appeal Board and in September 2014 was given approval to proceed with plans for the school. Sto-Rox immediately appealed, asking the court to overturn the appeal board's decision and place a hold on the charter during the process. …
