Human error cited in German train crash

The head-on collision of two commuter trains in southern Germany that left 10 people dead and dozens injured Tuesday was caused by "human error," a source close to the investigation said of the initial findings. Who exactly was responsible for the crash was not immediately known. Eighteen people were seriously injured and another 63 sustained minor wounds, police said. One missing person was believed to still be among the wreckage. Police said there was little chance of that person's survival.

Construction executives in Taiwan are detained * Three construction company executives have been detained on charges of professional negligence resulting in death, in the collapse of an apartment building in southern Taiwan. Lin Ming-hui and architects Chang Kui-an and Cheng Chin-kui were suspected of having overseen shoddy construction of the 17-story Weiguan Golden Dragon building, which tumbled onto its side after an earthquake Saturday. The death toll in the 6.4-magnitude quake stands at 41. More than 100 people are believed to still be trapped in the debris.

Hunger deepens in Haiti * An increasing number of Haitians are at risk of being driven deeper into poverty and hunger as Haiti faces its worst food crisis in 15 years, the United Nations World Food Program said Tuesday. The U.N. agency, which is launching an $84 million appeal to help stave off extreme malnutrition and deaths in an already fragile Haiti, is blaming the emerging crisis in part on the El Nio weather phenomenon.

Earthquake shakes Chile * A 6.3-magnitude earthquake has struck Chile's central region, shaking buildings in the capital of Santiago. But no damage or injuries have been reported and authorities are discounting the possibility of a tsunami hitting the country's long coast. …
