Employers Can't Afford More Tax Burden for Pa.'s UC Trust Fund

As noted in a recent article, changes were made in 2012 to Pennsylvania's unemployment compensation eligibility rules that have impacted some seasonal workers ("Changed Rules in Jobless Pay Exclude Some Workers," Feb. 2). The Great Recession revealed structural deficits in the UC trust fund and an unsustainable system of benefits.

According to the federal government, Pennsylvania's unemployment benefits are among the most generous in the country. Our rules for determining who qualifies are more expansive than only a few states, and we're a top state for total annual benefits paid out, previously trailing only California. At the same time,Pennsylvania employers pay the fifth-highest average UC tax in the country.

While the article mentions that the $4 billion federal debt has been paid back through a bond sale, it omits the fact that all employers are still being assessed an additional tax to pay back billions to private bondholders. …
