Newly Elected District Judge Has Taken Seat on Bench

The newly elected district judge for Penn Hills, Verona and Wilkins who failed a state certification exam and couldn't take office last month has passed on his second try and is now on the bench.

A spokeswoman for the Administrative Office of Pennsylvania Courts said the office was notified that Anthony DeLuca Jr. of Penn Hills passed the exam Feb. 4 in Harrisburg.

The test is a statewide requirement for all newly elected district judges who aren't lawyers.

Mr. DeLuca, 47, failed the exam in December and couldn't be sworn in with his colleagues in the minor judiciary last month. He also couldn't start collecting the annual $88,290 salary, which is not retroactive.

He had blamed his poor typing skills for his failure.

"I passed everything except for one essay question," said Mr. DeLuca, a Democrat who served 11 years as mayor of Penn Hills before winning the seat vacated by retired District Judge Leonard Hromyak. "I just ran out of time. …
