FLORISSANT * The Ferguson-Florissant School District's superintendent said Wednesday that he planned to expand early and gifted education and curb both bad behavior and suspensions to turn around the struggling district.

Joseph Davis laid out a plan for how to bring the troubled district from the brink of losing accreditation to being among the country's highest-performing ones in a revival-style "State of the Schools" speech that was kicked off with with hopeful songs sung by students and sprinkled with half a dozen refrains such as "One district united."

His speech drew a few hundred people to the James J. Eagan Civic Center.

The specifics of his plan include more early and gifted classes currently, second- through sixth-grade students who qualify as gifted get gifted classes only once a week. …
