Regarding your March 29 editorial on the reversal of the Pittsburgh Zoning Board of Adjustment's approval of the Trek Development plan for the Garden Theater block on the North Side ("North Side Saga: For the Garden Theater Block, Another Setback"), there is nothing puzzling about the decision by Common Pleas Senior Judge Joseph James. He simply made his decision according to the law.

While the percentage of neighbors approving the project is unclear, zoning is not a popularity contest. Judge James ruled that under the law Trek did not come close to justifying the extreme variances that it requested, doubling permitted height and more than doubling the density. He correctly rejected the irresponsible statement from the Board of Adjustment that the detrimental impact of the variances is outweighed by the benefits anticipated from developing the site. …
