Harrisburg is a place where the same old bad ideas are revived year after year.

The latest is House Bill 1310, a measure that was passed unanimously in the state House last fall and now sits before the Senate. The measure was introduced twice before in previous legislative sessions by former state Rep. Joe Hackett, a Delaware County Republican, and those measures also made it as far as the Senate. The lead sponsor now is Philadelphia Democrat Maria P. Donatucci, but the substance remains the same.

The bill would gut an important provision of Pennsylvania's 2008 Open Records law, which finally gave the public the edge in attempts to access official records and government documents. It would prohibit police agencies from releasing the names, telephone numbers, addresses or other locations of 911 emergency calls, ostensibly to insulate the callers. …
