Residents of the Fairwinds housing plan in Richland complained at the April 7 township meeting about construction vehicles entering the plan off Ridge Road instead of Route 8.

"When we issue building permits, we give each builder a flier on brightly colored paper stating that all deliveries must be made from Route 8," township secretary Dean Bastianini said.

Nancy Garber, president of the Fairwinds homeowners association, believes the problem is a lack of communication between the builders and their subcontractors.

"We had one large truck delivering insulation, and we asked him, 'Why are you doing this?' His response was that he got the directions [from the Internet] because his contractor did not direct him," she said.

The housing plan, begun in the mid-'80s, has 72 houses on Kim, James and Lynn lanes as well as Willow Creek Drive, and has a speed limit of 10 mph. …
