Man Shot by Police after Carjacking, Chase Sues Officers

A Baldwin Borough man shot by police two years ago after a chase and carjacking sued the involved officers last month, at one point saying in his complaint that he "suffered a mental blackout and apparently stole a car" during the incident.

Richard DeSabetino, who is in jail, filed the handwritten pro se suit in U.S. District Court against officers from Baldwin, Bethel Park and Allegheny County, saying they used excessive force in shooting him in the back when they could have used a stun gun or mace.

On Aug. 6, 2014, police said DeSabetino, then 33, fled from them after Baldwin police served a warrant on his girlfriend at their home. Officers said they knew DeSabetino was wanted on a warrant for theft as well and tried to detain him, but he ran to an SUV in the driveway and jumped in. Officers tried to stop him, but they said he refused and started driving away, injuring one Baldwin officer, Sean Biagini, while another, Michael Snider, opened fire. …
