Parking Privileges City and County Got Too Loose with a Lot

Government does what it wants, and when it is caught doing wrong, the consequences are nil.

That is the message Allegheny County and the city are sending with their handling of a Downtown parking lot the former has been operating illegally for the past 2 1/2 years. Oh, did we mention this is the second time the county has been caught flouting the rules with this lot?

The county sold the property - the site of the former jail annex - to a developer in 2007. A hotel is to be built there one day, though plans are murky. So, county officials figured, why let the property just sit there?

Parking lots in the Downtown zoning district require a special city permit. Oblivious or indifferent to that requirement, the county up and began leasing the space for parking by its officials and fleet vehicles in February 2012. A week later, after being alerted to the pesky zoning requirement, the county obtained a permit valid until Sept. 15, 2013.
