Parkersburg Man Arrested, Accused of Beating Dog

Parkersburg police arrested a man on Monday after he allegedly beat his pet dog for getting into trash. Officers responded late Monday to 1215 23rd St. in Parkersburg after receiving an animal abuse complaint from neighbors, who called to report a severely injured pet at the home, according to a news release from Parkersburg Police Chief Joseph Martin.

When officers arrived, they spoke to two residents of the home about the dog, a beagle. Martin said the woman inside the apartment was instructed to take the animal to an emergency veterinarian, while officers spoke to Charles Cottrill.

Martin said officers learned Cottrill, 22, who he described as being intoxicated and belligerent, allegedly became angry with the dog for getting into the trash inside the apartment. He then picked up the dog, punching it several times before going to the dog's kennel and slamming the beagle into the metal cage several times, causing a large laceration on the dog's stomach and groin area that left muscle exposed. …
