If one wants an example of why government spending is exploding and why Pennsylvania is facing catastrophic budget issues, look no further than the April 24 Aging Edge column ("Plan Finances When Spouse Moves to Nursing Facility"). Attorneys gave detailed advice on how a hypothetical married couple can unfairly, albeit legally, use loopholes within the Medicaid system to qualify for long-term care services in the Medicaid program.

Medicaid is one of the most expensive parts of the state budget. It's supposed to be a safety net for the medically indigent - not a middle- or upper-class entitlement. It's well documented that because of the government's budget strains, a quality nursing facility loses between $20 to $25 per day caring for each resident on Medicaid.

Who makes up the difference, thanks to this ridiculous loophole? …
