It's way too early to tell if Kilbuck and Ohio townships will merge, but they've agreed to look into the idea. Ohio Township supervisors Aug. 11 approved having a study done; Kilbuck supervisors did so Aug. 19.

Mike Foreman, of the Governor's Center for Local Government Services, said merger discussions are getting more frequent.

.The Kilbuck/Ohio merger is the brainchild of Kilbuck resident Russ Hardiman, upset by Kilbuck's 8-mill tax rate.

That doesn't surprise Foreman, who said economic concerns are the primary reason for the increased merger interest.

"Eighty percent of the municipalities in Pennsylvania have 5,000 people or [fewer]," Foreman said, "which indicates they have a limited tax base, a limited capacity of resources to deliver services. …
