Reductions, Reserve May Be Used to Hold Tax Line

Under Scott's proposed 2004 budget, property taxes would remain at 4 mills, thanks to a hefty contribution from the township's reserve funds.

Commissioner Craig Stephens, finance committee chairman, said last week that Scott's beginning fund balance in early 2003 was $1,497,733.

The same fund would be reduced to $572,569 in 2004, after about $925,000 is used to balance the proposed spending plan.Revenues for 2004 are estimated at $6.04 million and expenditures at $6.96 million .

"We took a hit in health costs and workers' compensation," said Stephens, who added officials cut a lot of capital projects, such as $100,000 from the annual road program, $10,000 in police overtime and $20,000 in materials for the public works department.

Also, the number of new police cars to be purchased has changed from three to one.

The vote to advertise the proposed budget was 5-3. …
