After months of holding his tongue, Heidelberg Mayor Ken LaSota is speaking at borough council meetings again.

That's good news for a borough that needs its elected officials to work together. But the message he sent - that he should be free to communicate with residents and employees as he sees fit - is pretty important, too.

Mr. LaSota, the mayor for 19 years, had remained mum at recent meetings, saying a new council-adopted organizational chart muzzled him. Instead of speaking at the meetings, he communicated through notes and written reports, irking fellow officials and residents.

The low profile was out of character for Mr. LaSota, who has tended a community garden, served on the board of the Allegheny Land Trust, pushed for streetscape improvements, received a service award from the Pennsylvania State Association of Boroughs and once declared that he enjoyed officiating at weddings "because I get to do some talking and meet a lot of new people. …
