A New York contractor who had an office in Teaneck has been barred from doing home-improvement work in New Jersey and ordered to pay $1.1 million after a judge found that he violated the state's consumer protection laws.

The unregistered contractor, Leroy N. Brown, did business as "B&K Masonry & Chimney."

Brown was accused of deceiving customers, many of them elderly, by telling them their chimneys were not safe and talking them into paying for expensive repairs that were never completed or shoddily done. He falsely said he was a registered contractor, authorities said.

One family, it was alleged, was forced to flee a home because of high levels of carbon monoxide after Brown worked on the chimney liner.

Brown did not respond to the state's complaint. His firm's phone numbers rang busy on Wednesday. …
