Fugitive Barricades Himself from Police ; Incident Ends Peacefully with Man Surrendering to Authorities

An incident where a man barricaded himself in an East Topeka apartment with four occupants -- including two children -- ended peacefully after police were able to talk him into surrendering.

Shawnee County sheriff's Lt. Scott Askew said on the scene that the incident started when the Fugitive Task Force located a subject in a vehicle who was wanted on outstanding warrants. The man, identified as Timothy Skinner, 45, took off in the vehicle, attempting to elude police.

Shawnee County dispatch said the pursuit began on the Branner bridge at 1:57 p.m.

Askew said Skinner ended up at an apartment complex at S.E. 2nd and Lawrence, where he ran into an apartment. Skinner knew the subjects in the apartment, Askew said. A man, a woman and two children were in the unit.

Police were able to talk Skinner out of the apartment. …
