Arnold officials don't plan to use eminent domain to take over homes on flood-prone Melody Lane that they say are in the way of needed improvements.

Instead, they will try to persuade homeowners to sell.

Ed Blattner, public works director, said that new maps produced by the Federal Emergency Management Agency show several properties on Melody Lane in the 100-year flood plain. Those maps are to be used next year to set insurance rates.

If the city follows through on a new approach to provide the area with stormwater relief and street improvements, Blattner said, seven or eight homes would need to be acquired and removed.

City Administrator Bryan Richison said an "all or nothing" buyout was necessary so the improvements could be made.

"If we are unable to reach an agreement to acquire all properties, we can't move forward," Richison said. …
