Mental Health Evaluation Ordered Woman's Twins Missing for Years

A district judge on Monday ordered a mental health evaluation for a woman accused of lying about the whereabouts of her two missing children.

Patricia Fowler, 47, of Penn Hills, was expected to appear before District Judge Anthony DeLuca Monday morning. Instead, the Allegheny County district attorney's office asked the district judge for a postponement and a mental health evaluation, two requests he granted.

The district judge also issued an order prohibiting Ms. Fowler from contacting her other children, whose whereabouts are known. Ms. Fowler's attorney, Matthew Dugan, deputy public defender for the pretrial division, objected, saying the county Children Youth and Families office, which is working with Ms. Fowler, should have a say in whether she can see her children. …
