The state Department of Human Services has made an important change in the leadership of Torrance State Hospital, the psychiatric hospital in Westmoreland County serving much of the region.

Val Vicari, who took over the CEO post in June and was profiled in a Post-Gazette story Sunday, was described as energetic, committed and a good listener. She will need all of those attributes and more to steady a hospital that's received more than a healthy dose of criticism in recent years.

Despite the wise and humanitarian shift toward community treatment in recent decades- that is, treating fewer people in hospitals and more in community settings- Torrance remains an important part of the local mental health system's continuum of care. …
