Butler County Man's Death in Jail Brings Lawsuit

The daughter of a Butler County man who died after a stint in that county's jail filed a lawsuit Friday, alleging that nearly two weeks of indifference to his head injury led to his demise at age 38.

Richard D. Townsend, who was then living in Boyers, was jailed in November 2014 for driving under the influence of a controlled substance, according to online court records.

He had a history of drug possession convictions, retail theft and disorderly conduct.

According to the complaint filed in U.S. District Court, Downtown, Townsend hit his head on a pole in the Butler County Jail on March 14, 2015, and was briefly transferred to an unspecified hospital and diagnosed with an intracranial injury. He was returned to the jail that day.

For the next 11 days, according to the lawsuit, Townsend complained of bleeding from the ear, headaches, blurred vision, dizziness, sweating and weakness -for which he was occasionally seen in the jail infirmary and provided with Motrin and Tylenol. …
